Deadline for REGES Online registration extended

Emergency Ordinance no. 46/18.09.2025, published in the Official Gazette no. 863/19.09.2025, brings a long-awaited change for employers: the deadline for enrollment and data submission in the new REGES Online system has been pushed back from September 30, 2025 to December 31, 2025.

👉 What does this mean for you?

  • You now have 3 extra months to complete the transition from Revisal to REGES Online.
  • You avoid the risk of delays and penalties for incomplete reporting.
  • You can run an internal audit of HR files to check and correct information before uploading it into the new system.

Important: this extension doesn’t mean indefinite postponement. Starting January 2026, Revisal will no longer be available, and all reporting will be done exclusively through REGES Online.

Tax changes for companies – new VAT rules

Do you run a small business relying on VAT exemption, or manage a large company but aren’t sure about VAT thresholds? Ordinance no. 22/2025 changes the financial thresholds and rules for determining VAT liability.

Key points from Ordinance no. 22/2025: 

All companies operating in Romania that exceed certain turnover thresholds must register for VAT purposes and submit VAT returns. This means they collect VAT from clients and transfer it to the state, but can also deduct VAT paid on purchases.

Small businesses may still benefit from VAT exemption if annual turnover doesn’t exceed 395,000 lei (approx. €80,000). In this case, the company does not charge VAT on sales, cannot deduct input VAT, and has no reporting obligations.

Once turnover exceeds the threshold, VAT registration becomes mandatory immediately, and VAT must be applied to invoices.

Integration of vulnerable groups into the labor market becomes mandatory

There are also changes to labor legislation on employment measures. Government Decision no. 711/2025 introduces specific steps to support the integration of domestic violence and human trafficking victims into the labor market.
